More people are online than ever, but gaps remain—lowering device costs can help: used device might be the solution

According to a GSMA report mobile internet. While this marks a major milestone in global connectivity, the adoption rate has stagnated, and significant digital divides remain. Despite widespread mobile broadband coverage, 39% of the global population live in areas with access but do not use mobile internet. This “usage gap” highlights the need for more affordable devices, digital literacy, and relevant online content. An additional 4% of the population is still not covered by mobile broadband at all, known as the “coverage gap.”

Affordability remains a key barrier

A key factor behind the usage gap is the cost of internet-enabled devices. Research suggests that lowering the price of a smartphone to € 20 could enable up to 2 billion more people to access mobile internet. However, in 2023, only 12 low- and middle-income countries (LMICs) had smartphones available at this price point, making affordability a major challenge.

Financing solutions to expand access

Innovative financing models, such as installment plans or pay-as-you-go schemes, could help more people afford smartphones. Many potential users cannot afford a lump-sum payment but could manage smaller, periodic payments. Implementing and scaling such schemes could make internet access a reality for millions.

Raising awareness and perceived value

Even in regions with ultra-low-cost smartphones, adoption remains low. Addressing this challenge requires better communication about the benefits of mobile internet—whether for education, job opportunities, or healthcare access. Demonstrating real-life value is essential to increasing adoption.

The role of the secondary market

Used and refurbished smartphones could play a crucial role in closing the usage gap according to Counterpoint’s Jan Stryak. The secondary market has been growing globally, particularly in LMICs, as it offers a more affordable pathway to mobile connectivity. Factoring in the availability of high-quality, lower-cost refurbished devices could further enhance digital inclusion efforts.
